Expertise France – Gaming Regulatory Framework and Operator Selection (January 2025 – ongoing)
Sigma Law Group has played a significant role in the development of Armenia’s gaming regulatory framework and the establishment of the gaming regulatory operator. The firm contributed to the main principles governing the competition for selection of the operator, drafted the Government Decision regulating the specific PPP-type competitive selection procedure, developed related bylaws and the rules of procedure of the selection commission, and prepared the complete tender package for the actual competition, including the Request for Qualification (RFQ), Request for Proposal (RFP) and draft Operator Agreement. Sigma also provided day-to-day legal support throughout the operator selection process. Key milestones were completed in 2026, with further implementation support continuing.
